When and how do land-use regulations affect housing supply? This talk will provide a basic framework for thinking about the links between zoning, speculation, housing supply, rents and prices, and will discuss the state of the evidence about the effects of the 2016 Auckland upzoning.

Dr Tim Helm is a freelance consultant and the part-time director of research at Prosper. He has a PhD from Melbourne University focusing on the economics of land tax and extensive experience advising government on transport, housing, tax, environmental and gambling policy.
